Wal-Mart Question

You walk into a Wal-Mart, over to the timer-section....desiring a kitchen timer.  What you notice....of the six timers that they typically sell....they are mostly 60-minute timers, and maybe one 120-minute timer.

So this pipe bomb kid in the news....walks into a Wal-Mart  (2019, if you were wondering)....buys his 60-minute timer...but the FBI story is that it was set for16 hours after activation? 

I pondered over this.

It'd make sense for the story...if he set the time for 60 minutes, after dropping the bag. Otherwise, it make NO sense.
