Basically....the science is....green algae or cyanobacteria grows exponentially when three main factors align.
Factors?
1. Excess nutrients (especially nitrogen and phosphorus)....acting like fertilizer. Phosphorus is often the key limiting nutrient in freshwater systems.
2. Sunlight....for photosynthesis and energy. If you had 3 to 6 days of clouds....it would be slow in appearing.
3. Warm temperatures.....warmer speeds the process...cooler lessens the speed.
If you replaced the water hour by hour, or cooled it....algae would marginally appear. If you 'flushed' it every twelve hours....that might help.
It's NOT rocket science.
Note: you could fool folks into believing that global warming triggers this, and most would readily buy into it.

Thermoclines.
Every SCUBA diver experiences these during descent.
Two meters from the surface is always cooler than one meter from the surface.
Deeper, 6m or 8m from the surface is downright chilly.

According to the Internet, the surface area of Lincoln Reflecting Pool:
* around 8 (eight) acres, or
* a squigen over three hectares.
Lacking any sort of shade, it absorbs solar like a fiend.

At around knee-deep, LRP has no deep-end reservoir of cooler water.
Thumb 'DOWN' for design and engineering.

An aside:
This presumes replacement water -- to account for evaporation -- is treated municipal drinking water, identical to the stuff coming out of every sink and shower in D.C..

On the other hand...
Based solely on decades of evidence, I can safely bet these ROCKET-SURGEONS are probably topping it off every day with sewage over-run and debris from some nearby condemned swamp.
Then wondering about scum... and/or maybe investigating it as a secret plot from White supremacists to "... destabilize the government..."

Anyway, that would be my theory.
