The rule was....come 5 PM....voting halts, period.
The voting machines? Once voting has been formally closed at 5 PM, Brazilian electronic voting machines (urnas eletrĂ´nicas) are SET NOT to be powered back on to accept more votes.
Security-wise....it's smart.
The only folks who could extend the 5 PM to 7 PM? The election commission. But in this case...a judge (formerly connected to a candidate)...ordered the machines to continue to 7 PM.
Oddly....when the order came at around 5 PM....the machines that had already completed their closing procedures....they were OFF and could not be reset.
Could some central authority have sent a 'reset-order' to the machines that were off? NO.
So the logical question....was there a pre-5 PM understanding at certain polling stations....to insert a new closure time....before it went off? No one says much.
