For those who didn't know....Japan is one of those countries who are firmly against migration INTO Japan. It's also on a massive decline in population, and even more so in rural areas.
So this came up in a meeting this week....they are going to create a special Africa migration program....which has stringent rules.
There will be four zones....“hometowns”....for migrants from Nigeria, Tanzania, Ghana, and Mozambique. The Nigerians will be settled in Kisarazu. The Tanzanians in Nagai. The Ghanaians in Sanjo. The Mozambicans in Imabari.
When you apply....there's two things you agree to....first, staying in the hometown area that your visa says, and working there in the rural area (mostly farming).
The Japanese aren't saying the time required....but I would imagine a 10-year minimum, and a harsh integration schedule (learning the customs/language).
How many will sign up? Unknown.
If you fail? I would imagine there's some quick deportation deal in the details.

I have a hard time imagining some 40IQ Hunter-Gatherer learning Japanese and integrating into their ancient Shinto Bushido culture.

I would imagine there's a line-up and for you to get the 'invite'....you have to test for capabilities, and show a clean record. I also think it'll be limited year by year...probably in each region....no more than 15 to 20 folks, with active Japanese coaching.
