The President says the time has come. My interpretation?
There are three issues: (1) Democrats will say it's crazy to bring them back, (2) most mental health 'experts' will not vouch for 'Marty', 'Woodrow', or 'Charley' being crazy....even if forty non-experts suggest the the trio are nuts, and (3) this facility design is more for nutcases, than alcoholics or drug-addicts or low-IQ types.
First, I agree....you could select forty plainly crazy folks, and most all Democrats would vouch for them that they were sane.
Second, I agree....experts are no longer valid...even if they have a title of Doctor-so-V-so.
Third, I agree....you need three separate type of facilities. One has to be for druggies/alcoholics....to dry out for three months. A second has to be for burnt-out braincell folks and low-IQ types....just to live out the remainder of their life. Then you need a pure nut-house for those who can't live in a civilized society. I wouldn't mix the three into one facility.
No....I wouldn't have any of these in some urbanized areas (like NY City, downtown SF, or Dallas-City). I'd pick rural and rustic locations.
I'd have a state judge assigned to each facility....representing that state.
Public support? You can go state by state, and find some states will have 70-plus percent of folks wanting 'something' to happen. You can also go to SF or NYC....to find fewer than 30-percent wanting 'something' to happen.
Numbers for the 1930s? Nothing factual....but generally, it's believed that by 1940....there were in the range of 400k to 500k housed in some facility. If I were using the 'curve' and guessed here....out of present society....probably in the range of 1.5-million needs to be housed in 'something'.
Also...just a humble opinion....probably 25-percent of the jail/prison population of the nation....probably needs this type of situation....rather than remaining in jail.
